Why are some casino games not available in certain regions?

What determines why games like Baccarat or Roulette are licensed only to US-based online casinos but not European ones?

A There are three main things: local licensing laws (what works in Nevada is illegal in Germany); local customs (roulette is extremely popular in Europe); and religious and moral objections (Muslim countries ban gambling). Then there are certain games not suited to local tastes (slot machines have to be rethemed by region). So the casino industry is constantly twisting legislative tailwinds and headwinds to offer their customers the most popular games in each territory.

Why can you find Baccarat or Roulette in some places but not others? In some jurisdictions, these games are illegal. Elsewhere, the licensing authority (say, in Malta versus the UK) may be more or less strict. Thus, perhaps only one type of game is licensed in a given place, and so it is the only version available, even though a casino operator might want to offer another option.

But every country has its own licensing rules, licensing authorities, and cultural characteristics. Every country has some games that are illegal, or ethically unacceptable. For example, US states have differing online gaming laws - some prohibit it outright, while others permit it under certain conditions. European countries have their own licensing authorities, including the UKGC, MGA, etc., and can license whatever they want (e. g. , they can license baccarat instead of roulette if they want, because that's what the local regulators and players prefer).
