Can VSync cause screen tearing in casino games?

But I was told VSync is supposed to stop tearing of the screen. But I see some tears in casino games such as slot machines or blackjack. Does VSync cause this (badly) or is it failing to do its job for some reason? Anyone seen this?

However, it can also introduce noticeable latency, or even tearing-like effects when high-speed user interface elements are moving around (e. g. in a gambling game with rapidly animated graphics or spinning reels). Tearing can also occur if your monitor’s refresh rate is very different from your game’s framerate, or if your GPU is underperforming. And if VSync is partially broken or disabled, it won’t do its job. Toggle VSync on and off and see if that changes anything. If you have access to G-Sync or FreeSync, enabling them may help.
